Guam Permit Prep Course: Master the Road Basics
About Lesson

Module 2: Traffic Laws and Rules of the Road

Let’s make learning Guam’s traffic laws simple and fun! This module teaches you the rules you need to know to stay safe and pass your permit test. We’ll use examples to make it easy to understand.

Section 1: Traffic Laws – The Basics

Traffic laws keep everyone safe and organized. Here are some key ones to remember:

Speed Limits:

School zones: 15 mph (Imagine you’re driving near a school during recess—slow down to protect kids crossing the road.)

Residential areas: 25 mph (Think about driving in your neighborhood—kids playing or people walking their dogs.)

Highways: 45 mph (Stay cautious, but you can go a bit faster where the roads are open.)

Seat Belts:

•Everyone in the car must wear a seat belt.

•If you’re driving, it’s your job to make sure anyone under 18 is buckled up.

Driving Under the Influence (DUI):

•If you’re under 21, any alcohol in your system is illegal.

•For adults over 21, the limit is 0.08%. (Imagine two small drinks—anything more might put you over the limit.)

Section 2: Right-of-Way Rules – Who Goes First?

Knowing when to go and when to let others go keeps everyone safe.

Example 1: Stop Signs

•If you and another car stop at the same time, the car on the right goes first. (Picture four cars at a stop sign—you look to your right to see who moves first.)

Example 2: Pedestrians

•Pedestrians in a crosswalk always have the right-of-way. (Imagine someone walking their dog at a crosswalk—you must stop to let them cross.)

Example 3: Emergency Vehicles

•If you see flashing lights and hear a siren, pull over safely and let them pass. (Picture an ambulance rushing to help someone—move aside so they can get there quickly.)

Section 3: Signals and Lane Changes – Communicate Clearly

Always let other drivers know what you’re about to do.

Using Your Turn Signals:

•Turn on your signal at least 100 feet before turning.

Example: If you’re turning into a parking lot, flip on your signal before you reach the driveway.

Hand Signals (if your lights don’t work):

Left turn: Stick your arm straight out.

Right turn: Stick your arm out and bend it up at the elbow.

Stop or slow down: Stick your arm out and bend it down.

Lane Changes:

Check your mirrors and look over your shoulder to avoid missing anything in your blind spot.

Example: If you’re switching lanes to pass a slow car, make sure the lane is clear before moving.

Section 4: Parking Rules – Where and How to Park

Parking the right way keeps traffic flowing and avoids accidents.

Key Rules:

•Never park:

Within 15 feet of a fire hydrant. (Firefighters need quick access in emergencies.)

On sidewalks or crosswalks. (Imagine blocking someone in a wheelchair—they need those spaces clear.)

•Parking on hills:

Facing uphill? Turn your wheels away from the curb.

Facing downhill? Turn your wheels toward the curb.

Section 5: Common Violations to Avoid

Here are mistakes that could get you in trouble:

Running stop signs or red lights: Always come to a full stop.

Tailgating: Keep enough space between your car and the one ahead. (Imagine the car in front slamming the brakes—you need time to stop safely.)

Using your phone while driving: It’s dangerous and against the law unless you’re hands-free.
